I have the honour to inform you that in accordance
with the instructions contained in your despatch
Mo. 182 Commercial (29430/12) of the 23rd July last I
addressed a Note to the "inister for Foreign Affairs
stating that is Majesty's Government were anxious to
obtain from the French Government an arrangement for
Hong Kong under which all goods transhipped in that
Colony should not be subject to any higher duty on ar-
rival in France than that to which they would be sub-
Ject if shipped direct and in one bottom from their
country of origin.
I enclose for your information a copy of the `ote
in question and of the reply which I have received from
insieur Poincaré on the subject.
Monsieur Poincaré states that the Minister of Com-
merce to whom the question was submitted is desirous of
obtaining a reply to the proposals put forward by the
